Oregon law permits water utilities to collect a share of the cost for facilities, either already constructed or planned in the future, from users connecting to the system. System Development Charges, or SDC’s, are established in a public process and use a methodology that promotes the concept of “growth paying for growth.” SDC’s can only be used for actual system improvements or reimbursement for expenditures for system improvements already completed. They cannot be utilized for any other purpose. Our Master Plan, typically updated on a five year cycle, serves as the base document for the calculation of the SDC.
Sunrise offers a discount for those customers who pay by cash or check for for SDC's.
Please note: System Development Charges are subject to annual adjustment in January of each year. The posted charges are in effect until such time as the adjustment can be calculated and presented to the Board for acknowledgement. The adjustment is calculated based on the Engineering News Record Construction Cost Index for Seattle, Washington as of December of 2015, plus one-half the 20-year Oregon Bond Index applied to only to the improvement component. Meters may be pre-purchased at the currently posted rates up to the day the adjustment is acknowledged, which will occur sometime in late January.
